Pediatric Psychiatrist

Tirath Gill MD 
Dr. Gill  is board certified in General Psychiatry by the  American Board of Psychiatry and Neurology.  He is also board certified in several sub-specialties in psychiatry including Addiction Psychiatry, Forensic Psychiatry, and Psychosomatic Medicine. Dr. Gill has worked with children, adolescents, and adults in outpatient and inpatient settings. He has coauthored several books, including a Handbook of Emergency Psychiatry published by Elsevier Publishers that has been translated into other languages, Overcoming Anxiety - A Single Idea Can Make A Difference,  and his most recent book Delivered from ADHD; Overcoming ADHD in Children and Adults.


Tamika London PhD
A native of California, Dr. Tamika London attended Spelman College in Atlanta, GA where she earned degrees in Psychology and Spanish. She earned her Masters and Doctoral Degrees at Tennessee State University in Nashville, TN. Dr. London received highest honors after completing an internship at Vanderbilt University Child & Adolescent Psychiatric Clinic. Dr. London completed her pre and post-doctoral residencies at Kaiser Permanente Fresno and was named ‘Intern of the Year’. Dr. London has been employed by Kaiser in Adult Psychiatry since 2005, where she performs neuropsychological evaluations and conducts individual, marital, and group therapy. She has been employed by California Psychological Institute since August 2008.  During this time, Dr. London has performed risk assessments, reunification assessments, psychological evaluations, and neuropsychological evaluations for Fresno Superior Court, Juvenile Dependency Division. Dr. London also performs custody evaluations for Fresno Superior Court, Family Law Division.  Dr. London loves being a psychologist and aspires toward continued career advancement. 

Staff Therapists

Angela Boardman LMFT
Angela Boardman is a licensed Marriage and Family Therapist, receiving her Master of Science degree from Fresno State.  Angela’s career has been dedicated to working primarily with children in the public mental health arena. Her work focuses on helping children and families who have experienced trauma and attachment disruption.  She enjoys working with families, infants, children and adolescents to help improve secure parent-child relationships using attachment-focused, strength-based interventions. She has specialized training in Early Childhood Mental Health and relationship-based therapy models of Theraplay and Dyadic Developmental Psychotherapy.  The impact of healthy attachment on the neurological trauma response is also the focus of her published research article in the Journal of Trauma & Dissociation. Angela also conducts Attachment, Bonding, and Sibling Studies for the courts and believes in an inclusive, collaborative approach to treatment. She aspires to help children and families create healing attachments and generational change by using relationship-based trauma-informed practice.

Brooke Pfister, LMFT - Clinical Supervisor
Brooke Pfister is a Licensed Marriage and Family Therapist and Clinical Supervisor at the California Psychological Institute. Brooke has been a member of the CPI staff since 2003. Brooke first began her career at CPI as a case manager and is now a licensed clinician. Prior to her work at CPI, Brooke attended California State University, Fresno and graduated with a Master’s degree in Counseling, Marriage and Family Therapy. Brooke has participated in training with Anthony Mannarino on Trauma Focused Cognitive Behavioral Therapy and Deborah Gray on Nurturing Attachments: Working with Complex and Complicated Children.

Candace Brennan, LMFT
Candace Brennan is a Licensed Marriage and Family Therapist and has been a part of California Psychological Institute’s team since 2015. She obtained her Bachelor of Science in Child Development in 2009, as well as her Master of Science in Counseling with an option in Marriage and Family Therapy from California State University of Fresno in 2013. Candace has experience in working with children, families, couples, and individual adults.  She also has training and experience in working with children and families in crisis.  Candace has completed training in Trauma-Focused Cognitive Behavioral Therapy as well as ASIST (Applied Suicide Intervention Skills Training).  Candace aspires to promote healing to children and families whom have experienced trauma and advocate for the support they deserve.

Jan Schrishuhn, LMFT
Jan Schrishuhn has been a licensed marriage and family therapist since 2011.  She attended Fresno State University, graduating in 1996 with a Bachelor degree in Mathematics. Deciding to further her education, Jan attended National University, earning her degree in Counseling Psychology in 2001.  Jan has been working at the California Psychological Institute since 2003.  Jan also participated in training on Trauma Focused Cognitive Behavioral Therapy. 

Joe Anthony Galvan, LMFT
Joe Anthony Galvan is a registered Licensed Marriage and Family Therapist.  He obtained his Bachelor of Science in Child Development in 2009, as well as his Master of Science in Counseling with an option in Marriage and Family Therapy from California State University of Fresno in 2012.  He has a background working with diverse clientele (individual adults, children, families, couples) through Fresno Family Counseling Center as well as through his experience working here at California Psychological Institute.  He aspires to continue working with children of all ages and further his career in infant-mental health and LGBTQQIAAP community issues. 

Julie Torok-Mangasarian, LMFT - Clinical Director 
Julie Torok-Mangasarian is a Licensed Marriage and Family Therapist and the Clinical Director of the California Psychological Institute. Julie is also an Endorsed Infant-Family and Early Childhood Specialist and specializes in the treatment of complex and developmental trauma. Julie has facilitated trainings and workshops for community members and agencies on a variety of topics related to Infant Mental Health, trauma, and attachment. Julie has specialized training in  Trauma-Focused Cognitive Behavioral Therapy, Infant-Toddler Mental Health, Dyadic Developmental Psychotherapy, and Reflective Practice/Supervision.

Kathleen Romeiro, LCSW - Clinical Supervisor - Infant Mental Health Coordinator 
Kathleen Romeiro is a Licensed Clinical Social Worker with almost 20 years of experience working with children and families.  She received her BA in Psychology and Social Behavior from University of California, Irvine and her Masters in Social Work from University of Southern California.  Kathleen has special training and experience in working with children and families in crisis and with children 0-5 and their families.  She is endorsed by the State of California as an Infant-Family and Early Childhood Mental Health Specialist.  Kathleen also has training in Theraplay through the intermediate level, Trauma Focused Cognitive Behavioral Therapy and Dyadic Developmental Psychotherapy.  In addition to providing direct services to children and families, she is a clinical supervisor, the Infant Mental Health Coordinator, a Reflective Practice Facilitator for CPI staff and conducts Bonding, Attachment and Sibling Studies for the Courts.

Tara Peterson, LMFT
Tara Peterson is a Licensed Marriage and Family Therapist. Tara received her Master’s in Marriage and Family Therapy from California State University, Fresno in 2012. She has extensive experience working with children and adolescents in foster care, group homes and biological homes. She previously worked with JDT Consultants, INC, in which she worked one-on-one with children and adolescents on improving their mental health needs. Tara has completed trainings in Trauma-Focused Cognitive-Behavioral Therapy and Theraplay.
